DAC8: held national-measure records

The contract records EUR-Lex national implementing-measure rows and explicitly preserves an absence as a source-record state, not a legal conclusion.

The current held contract records 220 national-measure rows for 26 of 27 Member States. Bulgaria is labelled no_measure_recorded: the held source did not return a measure row, which may have more than one explanation.

Evidence boundary

A missing NIM record is not a finding that a Member State did not implement, notify, or comply with DAC8.
